the cooler was just a stash / storage item it may have been part of the npc landscape where you were
the military freezer is a gold (formerly pay to win only) item that only existed for a while
The Military Freezer is a good choice, 100% no spoilage, (vs. 50% for the refrigerators), if its available for gold, but that is per character. If you have any screen shots of the Atomic Shop, of it or look it up by doing an internet search for Fallout 76 Refrigerators, that might help, with your support ticket. So log in to Bethesda Support, and see if you can get your old account connected, or see if they can find a record of your purchase.
Also, they added an additional Free C.A.M.P. Slot, make sure your using your first one and not the second, I have not be hit yet with the expanded "no build" area yet, but you may have to search for maps that listed where those might be, or were when they were made. There have been additions to the map, and reworks of Areas for New Events, and Added Structures, like Nuka World on Tour, and the Redo of the Atlas Observatory, to Fort Atlas of the Brotherhood of Steel. Also, moving back/"no build area" of Camps for Fasnacht, with the last set of patches. Hope this helps.
