Regular armour cannot have legendary effects on helmets either. The values for the legendary effects for regular armour are balanced around this. Ie: weight reductions of 20% for 5 pieces for a max of 90%. Being able to roll these on 6 pieces makes no sense as it would have no effect.
PA helmets actually get resistances unlike all other helmets so they already get a big plus. So when PA was able to get legendary effects they were simply copied from regular armour. For there to be legendary effects on PA helmets as well the legendary effects themselves would need re balancing and changes.
Wanting to have a unique identity leads people to buy new hats. Little digital trinkets to stand out (though people still copy trends... such as Riot Gear).
You'd be surprised how much people will spend to complete their digital self.
Interestingly, they had initially planned legendary effects on helmets. There was a special mask you could get from the starter mission that had a small buff, for siding with raiders instead of the Wayward. I don't recall why it was removed but it doesn't work. Wedding rings and helmets with buffs are "injected" or hacked items, I'm told, and they do exist but they are not at this time legitimate game items.
Free Radicals mask was removed because it spawned with random stat buffs and there was an additional glitch where the quest didn’t checkpoint immediately after getting the mask. So you could get the mask, see what attribute was on it, if you didn’t like what it gave, you could just kill the game, come in, and try again. Until you got the one you wanted.
It was also, I would say, on a rather obscure portion of the quest line in (to me) a non-obvious choice tree. Most likely if you didn’t know in advance that it was an option, you wouldn’t make that choice, and miss out on it.
To be fair, I didn’t even realize it was a possibility. Running three characters through that quest line and didn’t know anything about it until the backlash when it was going to be removed.
That's wild, I had no Idea 76 ever had a save scumming issue! XD XD XD Honestly for it being a beginner quest I think that'd be a positive quality in the game's present state.
That obscurity gave reason for multiple characters though! As would locking characters to a faction for faction rewards. I know I'm beating a dead horse here, and they went all out Atom Shop and monetization instead. Not great for the game or PR, and it lends support to P2W arguements...
