I have however been playing with no DoF and no blur effects for a long time now. Well over 2k hours. I could not stand the blurry smeared graphics everywhere so I went about removing it as much as I could. I also run a slight sharpening filter from Nvidia overlay to help restore some sharpness to the textures. Looks pretty good now.
The command fDepthOfField=0 is not enough to fully turn it off. What you need to change is listed below. If any lines are not present in your ini you will need to add them. First 2 settings are optional as they are not specifically for blur but I found they improved the graphics for me.

bVolumetricLightingEnable=0 (Optional)
bSAOEnable=0 (optional)
fDOFBlendRatio=0
fDOFMinFocalCoefDist=999999
fDOFMaxFocalCoefDist=99999999

I was looking for HBAO+ like FO4 and found the above thread which mentions a reshade. I don't use it so I don't know if it works or not.
