So now I can actually use that Nuka-Cola backpack skin that I got from the Atomic store without completing that stupid Order of the Tadpole quest.

Yes. Although the backpack from the Tadpole quest is significantly better and allows more carry weight and other improvements, so it's recommended to work for it.
Good move, spending money on a item you can't use unless you finish some quest was stupid.
No different then spending money on skins for items you dont have with power armor, gauss weapons, etc.
Tells you when you buy it what the requirements to use it are.
No it was different since it wasn't a skin and was its own separate recipe. And some of the backpacks were sold without that requirement listed. (Settlers/Raiders, and Responder ones)
Its a good move and makes backpacks actually consistent with everything else.
