You can Apply Skin to Small backpack in this patch

"Skins can now be applied to Small Backpacks, as well for those who have not yet unlocked the normal Backpack Plan by completing the “Order of the Tadpole” quest."

Yes. Although the backpack from the Tadpole quest is significantly better and allows more carry weight and other improvements, so it's recommended to work for it.

No different then spending money on skins for items you dont have with power armor, gauss weapons, etc.

Tells you when you buy it what the requirements to use it are.

No it was different since it wasn't a skin and was its own separate recipe. And some of the backpacks were sold without that requirement listed. (Settlers/Raiders, and Responder ones)

Its a good move and makes backpacks actually consistent with everything else.

Good. I bought the secret service backpack and took me 20 minutes to figure out I couldn't use it until I did the tadpole quest thing.
