Report a translation problem
When you are in the workbench, i assume you are just pressing (T) to scrap everything? On the top menu are the various types of items (weapons/amounr/notes/junk). Go to the junk tab and you can click on the items, it will tell you what is in them and you choose to scrap it or not from there.
However, there is a bug (surprised?) where the cursor wont highlight it, and you have to leave the menu and come back.
When you go to a workbench to scrap junk you only see whats in your inventory. So if its in your stash you need to take it out if you want to scrap it.
Insect parts are used for a daily quest. Military grade circuit boards and targeting cards are NOT used in any recipes.

I stand corrected, that one is a bug then and you can send them a support ticket. It's not supposed to scrap if its used for a quest or crafting item.
The insect parts are working as intended though and the others that don't scrap are intended.
Brian: Even if i have junk in my inventory (junk that can be scratch) i can only scratch some of them not all. I have tons of trash in my junk storage that i can't scratch (of course i try scratch them when i have it in my personal inventory).
