Settler is the harder of the two to max. Raider takes 20 minutes, lol.

Btw, you can make fun of it all you like, But the Gauss Shotgun is the strongest per-shot gun in the game (Excluding Legacy, particularly Explosive Harpoon), which also makes it the most damage efficient. Gauss Minigun is Brutal DPS, but I hope you like farming Steel and Lead lol.
I've had opportunities to get rep by killing stuff attacking settlers, but the rep for that seems pretty dodgy. There are also spots where you can find people like settler engineers that you can donate scrap to for additional rep.
Haven't seen any other options besides these so far.
Just a tip: if you see a settler engineer, just visit your stash/scrap box and grab some stuff like concrete or adhesive. If you talk to the engineer, realize you have no scrap, back out and try to come back, the settler won't give you that option again. Probably have to wait for a different encounter or the next day.
Nope, that's it. Makes the rep grind painful, but the Bullion Grind is even worse, so there is no escape. My advice is to not worry so much about it. While the weapons are objectively the best in class, there are several other time gates that make your efforts to game the system pointless.
Just buy a couple Legendary Modules every day, do your dailies and grab some random events while you can. Trust me, you'll have a much better time if you wait, and then have like 50 Legendary modules, than if you drive yourself insane exploiting random events, only to roll your Legendary Shotgun to a Hunters 1 star.
Yeah, the Gauss Minigun requires like 10x more resources to run. But yeah, heavy weapons are fun, they have the most variety.

Yeah. I stopped looking for encounters early on. I've played many MMOs before this one. If there were other surefire ways to get rep (even if small) I'd probably just grind it out but the random encounter option is just - moronic.
Like you mentioned, after giving up on the random encounter option, I simply started stockpiling legendary modules. Legendaries come in pretty quick. The only problem here is the 150 scrip limit. The 200 daily bullion limit and the 300 weekly bullion limit are also kind of silly. Anyone who plays 76 regularly will be sitting on hundreds of treasury notes with nowhere to go.
May as well let people grind until new content hits. Even without daily limits, it should still take awhile to get everything.
