Yeah there is quite a few bobblehead and magazines spawns that you can't loot sometimes though with explosive weapons or grenades you can knock them out of the spot to loot them and it's been like that since day 1.

Yup. I've seen that one at Dyer a couple of times.

Unfortunately, tossing a grenade doesn't move it at all. It's just a big tease.

I know this is going to sound like a troll so I'm clearing the air beforehand.

I pray that I never in my entire life feel the need to say something like, "Can't target or pickup the bobblehead in Dyer Chemical"
