Question about a quest item in a inaccessible area?

I am doing a raider daily and it is saying I need to retrieve 3 radio vacuum tubes and it is at the top of wade airport and yet there don't seem to be any possible way to get up there atleast without power armor jetpack anyone know of a way up to get it or should I just relog and allow the location to change?

Stairs in carpark.

Edit: There's another thing to add with this quest, you only need the broken one not all 3. Once you find the broken tube you can repair it and advance the quest to the hand in stage.

Kill Mutants, kill floater and there is a door on the 2nd floor (parking garage), run to the end of the overpass and there is another door, go in -go upstairs out to roof. Or in the back of the building there is some air ducts and piping you can jump up on (same builing).

There's a walkway on the second level of the carpark that takes to across to that building. It's not on the top floor.
