I could not play this on my new gaming computer because direct x had to be installed
installing it solved my problem
Press End Process and go into the TAsk Manager (right-click the Taskbar or the Start Button and click on Task Manager text), and in the Details Tab, make sure there are no "Fallout76.exe" processes running (usually one if game is running).
If there is, just right-click the line of the Fallout76.exe and click on the words "End Process Tree" and Fallout 76 will finally completely exit (versus hang, leave the Library Page listing button as 'running/stop', etc...).
Once it's exited fully, you can try restart the game - I've had to do this twice in a row sometimes, just to get it to run properly lol [other games run just fine...]
Edit:
This is also super-helpful, because older games sometimes need drivers (system files) that need to talk to older hardware (even if you don't have the older hardware) just to run...

Actually, generally when Fallout 76 crashes or freezes at startup, the game locks your PC and you can't close the .exe with task manager. This game locks up and won't let go.
Good advice.
I just had a particularly bad "freeze at startup" problem and my PC wouldn't even recover from a restart I had to power down.
