Read all your choices, every screen.
You didn't need to choose from the perk cards presented when you chose a SPECIAL point at level up. From now on, you'll be able to choose a perk OR switch a SPECIAL point around each time you level.
1. your pocket or installed deck that fills your special tab with cards.
2. the pool you draw from to fill the above deck at any time you choose.
3. the pool you draw NEW cards from one each level until level 50 and of course the pack of cards every 5 levels. after level 50 you get a choice to pick a new card OR move 1 special point to another special or re speccing your specials one level up at a time.
1 and 2 bove are fully under your control. 3 is random each tiem you level up or open a perk card pack. you should have seen lock picking or can choose it the next time you level up. you can filter thru each special category from the on screen menu at the bottom of the screen.
A few months in Bethesda decided to give in to the vocal minority and remove all 1 point cards from the packs. This was because people complained they had too many Aqualgirl, Woodchucker, Green Thumb, Pick Lock cards etc.
So they removed them and now you just get masses of other duplicate cards instead from the card packs.
So if you want any of the one point cards (that can not be ranked up) you have to buy them. Which of course they do not tell players this, so we get people like you going "wtf I never got any of those cards at all.)
If you chose them then you bought them.
How do you "buy a card"?
Explain that please.
I would really like to know how to "buy a card" because after gaining about a 1000 levels I have never seen any option to "buy a card."

Let me say it a second time.
I am explaining to the OP that the single rank perk cards can not be acquired from card packs. You have to buy them when you level up.
Then along comes you and your argument because you could not figure how to get a perk card.
The level you "spent" in order to be able to choose your card AKA buying a card, as opposed to opening a perk pack where you "find" cards.
That was not the topic here, especially since you can choose/buy any card given you have the required level...
To OP, you can select which card you get when you level up, just go to the perception cards filter (check the bottom of your level up screen) and just select Lockpick.
At at level 50 you failed to pick a lockpicking card once, its all you mate. Its like going "I am level 50 and I have failed to get 5 gunsmithing cards, its so frustrating." If you want it get it so simple...
