and i have a lot of low settings and shadows do suck and look awful next to everything else. but my card or memory allotment just dosent allow for it.
best you could do is hit up the pc support section at the official website and see if anything there helps you get the best out of your system that you can. i have been avoiding building a new pc because of the ebb and flow in the parts markets and web sites i used to use not being around anymore.. the market for used what are now mid range gpu cards is trending down but my issues with the used market is they were super overclocked and used for bit mining then bit mining took a dump and the cards end up out there mixed in with the normal trade ins and package damaged units. and im a budget gamer, buy games on discounts not day one. (fallouts are a exception to that rule and valve games) i would never buy n off the shelf pre built again or have a shop custom build one... this potato im using now has been and still is a beastly unit. for a lto fo games in my library.
yet i still should upgrade dbl the ram and at least 2 generations of gpu. a new mb with the new hook ups and a new cpu... and a ssd and a optical drive and a hd for storing media.
sigh ti all adds up to money i dotn want to spend right now as id rather have a house to put it in later ;) so since im not willing to build a full rig now i deal with what i have and what i get on my immersion interface(monitor)
kind of how pc gaming has gone over time, then advances games advance parts advance every one needs to upgrade... like a consoel but better you have mucho backwards compatibilty with a pc ;)
These lines and values need to be the same in both Fallout76Prefs.ini AND Fallout76Custom.ini* otherwise this will not work. If a line isn't there add it. This will completely disable shadows, this isn't the same as all the other methods out there that only partially disable shadows yet leave a slight ring of them around yourself.
These go under the [Display] section inside the .ini files (Should be the first section)
fShadowDistance=1.0000
fDirShadowDistance=1.0000
iShadowMapResolution=1
uiShadowFilter=1
uiOrthoShadowFilter=1
fBlendSplitDirShadow=1.0000
iMaxFocusShadows=0
fShadowBiasScale=1.0000
iDirShadowSplits=1
bDrawShadows=0

*Fallout76Prefs.ini and Fallout76Custom.ini in C:\Users\***\Documents\My Games\Fallout 76
but Fallout76Custom.ini need to be created by user. Good luck!
should be noted at the link, that you need to make a back up of the vanilla file and rename it back up xxxx file when you create a new one or copy the original to your desktop etc. as well as making a copy of the new changed files and put those in the same folder as the originals. this is a good step to take as when the game ever updates even unannounced maintenances... your files could be overwritten. and of course youll not see what you expect to see or experience other issues when using other mods or modifying other files... even falling thru the ground and dying can be a result of the games files being modified...
its not supported but not disallowed per say since users are doing the modifying its up to the user to fix it if it breaks ;) either.

uiOrthoShadowFilter=3
Should fix those low quality shadows with no fps loss. (Won't fix them in Nuclear Winter tho)
THIS ^^^^ i have had to run low quality shadows since beta. because like i said above, potato.
so for shiz and giggles i changed the setting above... flipping a man thats a hot look to the previously pixel shadows i was seeing, this blends and blurs those edges nicely thank you for the simple one line adjustment that helped my potato make the game look a bit better
