Keep in mind that whatever stars you get are random, so you will probably get garbage rolls.
My suggestion is do events, daily ops and expeditions. You will be better off.
And don’t think about using a broadsider unless you get the reward from Seismic Activity, the rest are junk.
Unyielding commando - Vats, tons of bonuses, tons of damage
or
Power armour tanker - No Vats (heavy drain on the fusion cores), its impossible to ever die in PA... you are something special if you die wearing power armour
Unyielding Commando is about 100x better for dps and around 250x faster for leveling
In that case I'd recommend getting
Unyielding gives +15 to SPeCIAL (not endurance) which gives a host of benefits like 75 carry weight, better vats, better buy/sell, better exp from kills and quests, a ton more action points with a ton more ap regen, faster crit fills... Also increases damage output by up to 265% from base by itself alone. The downsides are mitigated by serendipity, richochet, nerd rage, fireproof, dodgy and blocker
- Railway Rifle - Roll to get Quad Explosive or Quad Faster Fire - 3rd star ideally reload speed but whatever
Explosive railways are deletion weapons, the low 10 ammo clip coupled with the absurdly high rate of fire makes quad all but necessary... the ammo is dirt cheap to make
- The Fixer - Roll to get Bloodied Faster fire or Anti Armour Faster Fire or Quad Faster Fire - 3rd star ideally reload speed but whatever
The fixer is one of the highest DPS weapons, quad explosive railway puts it to shame, but vs any other weapon its ranged DPS Is higher, ammo is fairly cheap, and the gun can be modded to ~0.17 second reload time with an ap cost something like 2-3 per shot
- A bloodied plasma caster will also one shot any regular enemy even without perks for energy or heavy weapon damage increases
If you are going for Power Armour
The roll on the armour hardly matters for PvE... my PvP build can tank imposter sheepsquatch while laughing at him holding all three pylons (granted so can my PvE unyielding build)
Power armour gives good synergy to heavy weapons - the gatling guns and broadsider mentioned (but those are IMO bad weapons)...
The plasma caster is a good slow fire rate but one shot kill weapon... won't be as much oomph per shot but still hits hard on PA
Gauss weapons are ok, but more heavy weapons feel boring
Doing events with the exclamation mark will give you more cores and turning in your scrip quota every day to the scrip machines will give you scrip to buy legendary modules with.
If you only have enough modules and cores to do one roll the chances of getting something you will want that suits your build are basically 1 in a million.
Hard to recommend something if we have no idea what sort of build you are going for. There are lots of decent weapons in the game but no point saying to go for something if it is not something that works for your build.
I agree, for myself since I got the plasma caster I pretty much use that exclusively and I have been really rethinking lugging around all my other 3 star weaponry that I dont use. My .50cal sniper rifle I havent used that thing in 3 years still in my inventory. I also got the gatlin gauss gun I think its called with a -90% weight and mutant buff which shreds through super mutants like nothing. My plasma caster is a three star anti-ghoul with +50% damage to ghouls, -90% weight, and Replenish AP with each kill, and it one shot your average standard ghoul and the hardier ghouls it takes 2 - 3 shots to take them down usually exploding or turning them into goo.
The .50cal machine gun (3 star, +250 Damage Resistance while reloading, 25% faster fire rate, ignores 50% of targets armor) I got I use still as with my PA i can stagger enemies with it and I can tag quite a few enemies when doing events such as the moonshine event or the radiation rumble event, and crafting .50 cal ammo is a lot more cost effective for me than crafting the 2cm cells for the gatlin gauss rifle and the cells for the plasma caster, but thankfully plasma caster ammo is easy to get, downing enemies always gets you more ammo back than you spend, unlike the gatlin gauss rifle that you spend more ammo than what you get back from corpses.
Im seriously thinking about re-rolling my sniper rifle to try and get a -90% weight so I can just throw it in my stash box and put it on display as that sniper rifle I got way back when the game went live in 2018 and I had constantly upgraded it over time. Its currently a 3 star rifle, +250 Damage Resistance while reloading, shoots additional projectile, and last round has a 25% chance to deal x2 damage.
Mumbles , Those Damn Cave Crickets
No Idea what the OP wants for his build but I recommend the Plasma Gatling which is the best heavy weapon in the game due to damage and weight of it's ammo for a PA build.
Cave crickets are OP in this game, the reason is that they ported fo4 into the game without adjusting for values... fo4 you get drastically more damage output and armour than in fo76
so you end up with an end game fo4 stat enemy vs fo76 players who are functionally stuck in mid game power for fo4
You do know I'm referring to Fallout 76 right ? In F4 you only get 3 to 4 while in 76 you get around 20 Crickets inside a certain huge tree, which I mop the floor with my PA Heavy weapon build.
I'd like to have a PA one and a NCR ranger-like one,
To be clear:
I want a PA build to go guns blazing like those guys who obliterate everything insight in the Impact Zone V9 with those amazing power armors and heavy guns shooting green smoke and fire lol.
And a NCR ranger build to go solo, you know, a nice revolver, a repeater, a hunting rifle, that kind of weaponry, away from energy weapons and tech stuff.
Plasma Gatling and try to roll a FFR, durable and Vampire. Get that and it will be with you for a very long time.
I've not looked at at any of the low ROF weapons yet. According to the calculator I'm hovering around 1000 to 1600 dps with most of my laser gatlings, depending on the specific build.
Also my arthritis prefers I hold the button down rather than tapping.

They were the DLC add on and they were specced for people who had late game fo4 gear and perks (which is drastically superior damage and survival wise to the BEST fo76 gear)
Instead of porting the monster over and balancing the stats for fo76s world, they just cut and pasted the entirety of the entry over. Which is why cave crickets have an abnormal health pool, with high damage, and high resistances... They are post game fo4 enemies ported into fo76.
That said, immortal PA users should all be immortal. If you die in power armour you did several, several things wrong.
As for your NCR ranger build, unfortunately, you're looking at 3 different builds for those 3 different weapons. It's unrealistic until you unlock additional loadouts. While you can do that at anytime, I'd wait until they go on sale. You'll have plenty to play with in the meantime. Pick one of the three weapons for your second build and focus on that. Don't do pistols.
As far as the actual weapons go, save your resources for now. You'll eventually unlock the ability to craft better weapons and armor that isn't tradeable, so you'll need those materials to get good versions of those. Legendary drops are pretty common, so it's likely something nice will fall into your lap, but I'd look for something in player vendors. You can usually find something pretty good for just a few thousand caps pretty quick.
