How to get armor/weapon mods
I know you can randomly find mods or buy them. I know you can get mods from scrapping. But is there a way to tell if a weapon or armor will have a mod I don’t already have, or is it random? This information, for whatever reason, is not clearly stated anywhere. What’s the most efficient method for unlocking mods of all types?

Scrapping an armor part/weapon has a chance to drop a mod for that armor/weapon regardless of what it has on, it can be a basic version with no upgrades and still yield a mod plan.

When on workbenches, just check with the "modify" tab. Upper right (I think), you will have the info about how many mods for this armor/weapon.

Now, there are some mods that can be obtained only from vendor bots, too ... .

for weapon and armor mods, scrap all weapons and armor you get that you dont plan to use, this will unlock randomly various mods for said weapon/armor. Once you get all mods for said weapon and armor i recommend selling them to npc vendors for easy caps.

In mid to late game when you empty the NPC vendors of caps then scrap the weapons and craft the materials into bulk materials to sell in your own vending machine or stash it away for your own crafting needs. With the perk that gives you more scrap when scrapping, you can easily end up went 10,000 steel just scrapping weapons in a few hours of game play.

I have another question if someone wouldn’t mind answering it. Is there any seasonal quest or story missions? What do you get with each season aside from a bunch of casino themed cosmetics, in this case?

Some seasons have quests, (the next one will), others just have events etc.

No seasonal story missions as of yet, but there are a few seasonal events and challenges. A valentines challenge event starts on tuesday and will last 2 weeks, when that ends Fasnacht begins, which is a seasonal event. It's a spring festival from German and Dutch heritage.
