Hip fire
I'm currently doing my build in VATs and wanted to ask if I shoot from the hip and aim in bird mode, would it be useful if I took this skill card with the hip?

Which card? Most of the cards that have hip fire (accuracy) boosts also have other useful functions.

When you are in Vats you are not hip firing so hip fire effects are useless if you are building for vats.

Also what is bird mode? ADS, aim down sights with right mouse? If you are aiming you are not hip firing. Hip firing is when no aiming or vats is used. Also weapon effects for aiming do not work in vats. If you want to use vats then build for things that work in vats.
