For full health builds, Overeater is better, 6% for each armor piece, totaling 30% incoming damage reduction is very powerful.
For weapon, it's a nice 25% damage buff total. Not too hard to manage just make a few diluted stimpaks and keep yourself healthy, but other effects perform better.
The best effects are ones with percentage reductions. The reductions stack and will reduce damage taken far more than pure resistance increases.
Creature specific can stack to 75% reduction before resistance calculations. This makes a huge difference for some content. But it's impractical in most situations to carry multiple sets of armour.
The thing I always suggest is to ignore the first star in most situations as the second and third stars can offer more utility. Carry weight reductions and AP regen can have a far greater effect on play style and enjoyment.
Don't have to worry about defence if what you fight is dead first.
The way the damage formula works is that if you have around 300 DR already you need to basically double your DR in order to receive 10% less damage. Therefore any effects or perks that add small amounts of DR like vanguards are poor when compared to flat % damage reductions like over eaters.
I have tried both and over eaters is better. I have rolled a full over eaters secret service armour set and made a build for it that is simply amazing. Low health with bloodied weapons so i still get great damage but am almost as tanky as power armour. Of course you miss out on the benefits of unyielding by using over eaters so is it really worth it? Full health with OE prefix would be even better.
Combat armour is ok but not very popular due to better options being available. Just save up for and get the SS armour from Minerva at a 25% discount. Very similar stats to heavy combat even with the BoS mod on it plus you get rad resistance which the combat armour does not get at all.
You cannot get any resistance upgrade mods from Minerva unfortunately, but i would still go for base SS over heavy combat. You can from the end of main quest line get the buttressed mod to upgrade your SS armour and it is far superior to heavy combat BoS. If i was going to roll effects i would be doing on an armour i can keep to end game so you don't need to do it again.
