Legendary specials can count towards perk sharing but not the charisma legendary itself.
If you want to have more points in charisma for sharing perks pick a different legendary special and then use the punch card machine to move those extra points over to charisma. Example: 5 points of strength you do not need from strength to charisma.
The perk sharing from charisma only works from your base charisma value. Not any extra charisma points from the charisma legendary perk or from items giving +1 or food buffs etc.
Also sadly there is no way to scrap a legendary special and get those coins back. I am not a fan of this as you cannot try things out for yourself. Once you spend the coins you are stuck.
When the legendary perks were added later they inherited the same restriction.
