What's your refresh rate for your monitor?

change the Fallout76prefs.ini
IPresentInterval=1 to IPresentInterval=0

Turning grass fade to 0 helped for me.

Do you have v-sync enabled?? Game stutters like a mofo when uncapped unless you have consistently high fps. Cap at 60 and if it looks weird or your monitor is 144hz go into nvidia control panel and set your monitors refresh rate to 60 to match the fps.

Do this to fix the stuttering while strafing and turning.

For the rest of the stuttering, it is unfortunately unfixable. Everyone has it, though a couple players will troll and say they don't. You can watch people playing on twitch and see that they all have it.

The best you can do to lower the rest of the stuttering is try to decrease your frametimes as much as possible, so at least you will get the new frame a little sooner after all your dropped frames. You can do this by lowering distance sliders, particularly the objects slider, by switching to fullscreen exclusive (a lot of systems have really bad FPS in borderless window mode), by using low latency mode (GPU tries to deliver your frame at the last possible moment), or if you don't want to do that at least lowering the prerendered frames down to 1.

But you will just have to live with it until the devs fix it. On the other hand, if they haven't fixed it yet, there is not a lot of reason to be hopeful they will fix it in the future.

9600K/16GB/1660Ti custom system, all settings max including draw distances

I'm not a troll and I do not have any stuttering except for rarely when I'm alt-tabbing very often. Surprisingly it requires a complete reboot of my PC to fix when that happens instead of just restarting the game.

I'm sure you watched every single player on Twitch to make that comment. :steamfacepalm:

Stutters like crazy for me, so much so playing this for more than an hour gives me a headache. This is unacceptable from Bethesda.

I have a 3900x with a 2080 and 16gb of 3200mhz Ram and its stored on an NVME drive. I want to enjoy this game but cant. I have tried all fixes and nothing,

There is a guy who has found out a solution for that. Well it should make the game look better but for some reason it also fixed my stutter. https://steamcommunity.com/app/1151340/discussions/0/2259061617881806276/ the link to that post.
