Low FPS even on Medium ...

RTX 2080 SUPER
32GB of RAM 3200Mhz
Windows 10 Pro

445.87 - My Graphic Drivers Version.

Yet even on Medium i get like 30+ FPS ... Even on Medium, what gives? .... Any takers what might be the issue?

2080 super can't handle grass draw distance at any level, put that to 0.

2080 super is pretty weak bro. my TITAN RTX can barely manage 72 FPS on this game on ultra at 1080p, your 2080 SUPER can't handle grass at all.

this isn't a lie. my TITAN is 50% stronger than your GPU, and I have to turn grass down to about half, you can't handle grass AT ALL on a crappy GPU like 2080S.

Switch to fullscreen mode. Game has a problem with borderless windowed mode for many setups. I had the low fps in borderless problem with a clean install, but when using my old custom settings I didn't, so it must be related to something in there... perhaps the presentinterval setting.

Either way yeah switch to fullscreen mode for now.

Switch to fullscreen mode, come back if you are still having issues and I'll give you the rest of the performance tweaks. Huge caveat is that the game is terribly optimized, and even with all the tweaks you are going to stutter like crazy, get hitches where you drop a bunch of frames, and get weird fps dips.

No problem with dipping for me with my grass @ 0 and objects about 70%, all ultra, constant 72FPS, no dips. (FPS locked to 72) All on borderless windowed.

I don't get why you'd buy the 2080S over the 2080 Ti for one, you realize there's a massive power gap? if you want to play modern games, dual SLI 2080 Ti or get a single TITAN RTX for best single-card performance... Try running Red Dead Redemption 2, you'll have horrible FPS compared to 2080 Ti/TRTX

I can't help you with GTA, but you should also remove the vsync on this game, it makes the stuttering worse and will wreck your frames. The setting is in my documents\my games\fallout 76\fallout76prefs.ini. It is called ipresentinterval and you want to set it to 0. That and the fullscreen should get you going.

I had this issue, just change Windowed mode borderless to Fullscreen. Solved it for me.

there should be literally no difference in borderless/fs, I have 0 difference, same unstuttering perfect FPS on borderless... for every game.

Unless you have game mode or other programs stealing resources.
