seasoned survivor outfit bugged?

love the outfit, but sometimes my underarmor shows on top of (or clipping through) the seasoned survivor clothing i am wearing. not sure if this shows for other players as well.

when it happens i have to unequip and re-equip it and hope it fixes and shows normally, which it usually does.

is this a bug that occurs with other outfits as well?

i would like to see it patched hopefully in the future. where would i try to report the issue to Bethesda, and how, if that's possible?
