if you have done the pit you have the fusion core recharger which will fully recharge 4 cores in about 2 hours.

The gun does have a slow rate of fire, but hits like a mule launched into a black hole
The gun even without perk cards and any damage modifier abilities will one shot crit the strongest supermutants, with perk cards and damage modifiers one shots them with regular shots

Nope, this is real money bundle item, that was introduced with the pitt expension, also apparently sold in the atom shop as well.
The slow fire rate and slow travel speed of projectile limits its effectiveness to a large degree and, imo, it's largely limited to a VATS build to make proper use of it.
