That's why they want you to download the game, to get the BUID (Bethesda user id) that is currently linked to your Steam account.
That way they can unlink it as they can't access your details from a Steam account.

solutions are as follows.
1. you can request to remove the free linked trial account from your steam account and then migrate your bethesda fallout 76 account into the steam. If you played fallout 76 on a free weekend, steam auto generates a account for your before purchasing, if you buy the game else where then steam or try and use a steam key to unlock the game it will generate a new account. you can not link two accounts togethers on 1 steam account.
2. create a new steam account to migrate the account.
3. create a new steam account to purschase the 2nd licence of the game, because only 1 licence per steam account is allowed.
