The only other reason for two shot is paired with explosive simply to tag things in events (railway does NOT do this)
And of course mirvs / explosive launching weapons (missiles, grenades, launchers, etc) which do full damage twice
otherwise the reduction from 100 to 65 damage twice means its typically a very bad effect - enemy armour makes this often go from 100 -> 70 but now its 65 -> 10
Explosive is often garbage on weapons (unless its to tag or a for funsies gun) faster fire rate is almost always superior... the railway is the SINGULAR exception to this where explosive makes the projectile change its type to and instant scantron deletion gun
Anti Armour isn't a bad roll, its mediocre on the railway
Crit damage isn't a bad roll, its the third best for railways (explosive, faster fire, then vats damage)
Perception is a non star roll its meh
I dont use vats and only find 2 shot bad for hip fire
aim and the shots are right next to each other
Other rolls like TS and AA and bloodied are good guns but the small mag size is always an issue. Explosive or crit damage are the only 2nd stars i think are top tier.
Explosive on the RR is an amazing effect whereas on most other guns it is a bad effect. Turns the gun into a hit scan weapon with almost instant projectile speed even at long range.
As mentioned it is a Vats only gun in auto due to the heavy recoil. Somehow a tiny casio computer strapped to my wrist means i feel almost zero recoil.
