Shelters are shared by all camp slots, but disappear when not being used.
Basically if you're like me and you move your camps a lot, don't get attached to a specific setup, because you'll have to try to put it back that way every time you move your camp. If you don't want to have to redo all that work every time, I suggest you pick a location that isn't popular (Forest region, any place with lakes/rivers/ponds, train stations, etc are all very popular places and you might find your spot taken a lot) and do your main build there. Then use your secondary camp slot to be the one that you move around.
You can also make blueprint saves of your camp
Then place the blueprints.
But, unfortunately, your cant save your whole camp to one blueprint.
If the camp is too big.
So, what I ended up doing was make my own 'survival' tent blueprint
With just the crafting stuff, bed, storage, etc.
Buy an extra camp slot or two.
Then you can use the survival tent like the plus members do.
Plop it down where you're at and shazammmm.
I like to build, so I move my camp
for no good reason. Just to build again
Last time I moved it across the road.
