Just wait by it for a minute and it should let you in, it might take 1-2 mins though.
And when putting one down I wait for the beep of the fusion core starting before I try to climb in, it can still bug sometimes, but if you can open the map fast travelling can return the armor to your inventory.
*edit* The more server lag the more patient you may have to be.
What level is the armor?
Have you previously been able to enter it?
Everything was working 2 days ago.

Also make sure where you place it is on perfectly flat ground. Also try another PA set if you have one available.
I have a dedicated full time PA character and i barely ever get any of the issues mentioned by many players. No clue why but i suspect that server issues give many players a very different experience.
I had to de enquip and store all my stuff in the stash box then reequip and reload.
Weird .

I'm not sure why you can not just open the Chassis inventory window and just move a core into the chassis inventory, but if this is happening you need to contact Bethesda about it.
ok, you know how when you open (Transfer) say a suitcase you get an inventory window to interact with, you have your items on the left and the containers on the right. Just move a core from the cores in your inventory to the container (Chassis). The chassis is a container in the game, the cores and armor pieces are listed inside that container (chassis).
Sorry, I do not think I can explain it more clearly, hopefully, someone else can. (I'm not huge on social skills)
I put all my fusion cores from my personal inventory into stash, so no cores at all on me, after - close stash, open pip boy , use your power armour, get into your PA= bang....your champ get into PA without mounting battery animation, core meter show 0, and you can move, go to stash take few cores and its work :D, With rest of PA also work and now possibility to get in any PA without core turn on proper core instal animation. Any way thanks for brainstorm :)
After the event, I could not enter *ANY* PA just like OP. So, I quit the game and restarted my PC and FO76. Still, no joy- I could not enter any PA. Using "R" to manually install a fusion core did not work- no animation and no way to transfer a core either. I did try different fusion cores (34 were fully charged) by dropping them one at a time, but none of them worked.
I was going to trash all of the fusion cores I was carrying, then I decided to try RECHARGING the cores. I 'recharged' one that was already at 100 for a few seconds, then inserted it using "R"- it worked! The fusion core install animation also worked. I was able to enter the PA, and the chainsaws worked. I ended up running the other 33 fusion cores through the recharge station and checked each one- each one now functioned properly in the PA even WITHOUT using "R" to load them manually.
I found this thread after finding my own solution (recharging). Simply putting it in the stash box may work just as the post above reveals, but my problem was fixed already and I could not test it. Putting it in the recharge station may have had the same effect as putting it in the stash box.
There was another PA problem that I had- parts of my T-51b PA kept disappearing- not visible on the frame or even on the pip boy. The pieces *would* show on the Legendary Script Machines. Upon game restart, the pieces would appear in the pip boy (I never lost them), and I could reattach them to the frame. But, when I entered the PA, random pieces would disappear again. I had to stop using my T-51b. After running all the fusion cores through the recharge machine, I was surprised to see my T-51b was complete AND I could enter it without any pieces disappearing during many events last night.
It also seems to help with the gatling laser bug where it will stop firing even when that core is still far from empty. I do this regularly about once a week and I get the firing bug much less then I did before.
