I have tried Stealth, Rifle, Pistol, Heavy Gun and Explosive builds, and where they were all fun in their specific ways, I find the Cold Shoulder to be the most "effective" weapon and build. More ammo drops than I need so I always have an excess, and it never breaks. It does an incredible amount of damage so much so that I need to swap it out for reflective mutation events because all I do is one shot myself. Also, it makes a cool noise when you fire it.
Encryptid can be done multiple times if you buy a keycard, or you can just do it when someone else triggers it. Every time you do the event you have a chance to get the Fixer plan. Once you know the plan, they will drop for you at other events. Or, you can just find someone selling the plan.

I know our boy is pointing to end game, but he's doing testing with non-legendary versions of them all, so his testing is still relevant to lower levels with non legendary weapons. Any of the ones he points out should be good, even though you might not be able to even get some of them yet.
Also re: Gauss Rifle - it's still my go to when soloing around dailies. I just can't use up the ammo faster than it accumulates no matter how hard I try.
Without that, I suggest a handmade if you want to stand and bang. If you want stealth, then go with a fixer. You don't need to stress over either. Have someone make one for you if you don't have the plans. Just ask random strangers until someone says "ok". You can modify a base weapon into a legendary if you have the mats.
Edit: Another option for stand and bang is a railway rifle, but it's less user friendly in that you need a quad legendary and bandolier perk card to make it worth using.
Edit 2: Quad railway rifle is also probably the best rifle for VATS usage. Very low AP usage.

-25% vats ap cost (for ... reasons I don't get)
Ammo costs steel (which is absurdly abundant junk) hits like a truck, and produces in large quantities
Due to the kick on the gun when it fires, its essentially vats exclusive where the guns absurd power melts anything it points towards
Ex. my Quad Explosive 15% Reload railway without min/max damage bonuses applied one shots level 100 supermutants in westtek
I've done in excess of 50,000 damage PER shot vs the queen (with syringer use and not even min/max damage)... she melted next to instantly
It has high accuracy in vats as base, and because of its fire rate quickly reaches 95%
Explosive effect makes it have instant speed projectiles that do a nice bonus chunk of damage
The downside of explosive is you only get half the spikes back from looting enemies that you would have gotten before (as the fired ammo is completely recoverable and reuseable BEFORE you factor in contextual drops without explosive)
Cold Shoulder really broke the game in a way, no other gun is as good perkless as this thing, the fact that it does extra damage to special enemies AND slows them down over time is massive. It's the only gun that just destroys everything in the game without meta building a character.
