Originally they had nothing
Then you could craft random gatcha very very specific legendaries
THEN they said that they were doing legendary crafting
They had it set to allow you to select the prefix, major and minor in alpha
Then they decided that it wouldn't be enough grind... as with the values they set for materials it was like a couple weeks max to get what you want
So then they changed it to random prefix, random major, random minor each a specific roll... also in alpha
They decided that a year worth of grinding wasn't long enough
So then they made it complete gatcha... also in alpha
They lowered the gatcha costs a bit from before, then they decided that 3 years of gatcha for a weapon and 14 for armour was not grindy enough
So then they doubled the legendary effects with 99% of the new ones utter garbage and 1% of the new ones meh but not good... basically going from reasonable odds to utterly absurdly bad
This brought it to over 5 years for a weapon, and 31 years for your armour
Then they went, yes yes this is good and launched legendary gatcha
Later they decided to do 4* mods that would be something you could pick and add to a weapon (at the cost of making the item no longer tradable)... they were by and large utter garbage effects, and they scrapped it in beta (PTS)
Seems like a bit of confusion here.
You learn the plans to craft weapons (which costs junk). Or you find weapons out in the world dropped from enemies or laying around.
You get Legendary Cores from joining and completing public events. (you can't craft these)
You get Legendary Modules from public events, and a bunch of other places. (you can't craft these)
After you have the weapon you like, and some Legendary Cores and Modules, you can use the weapon bench to add either 1,2, or 3 legendary effects to that weapon. (you can look on the wiki to see what legendary effects apply to which legendary tier (tier 1, 2, or 3)
The only minor confusion is that, there are a few weapons that, when you craft them at the weapon bench, are automatically legendary. There is nothing really different about this just that, that weapon isn't allowed to be common.
For example, the Gauss Minigun, Gauss Pistol, Gauss Shotgun, Plasma Caster, and a handful of others.
But in the end no real difference.
Afterwards, you are able to roll legendary effects on it.
So, conclusion:
You can't craft normal weapons legendary, but you can add legendary effects afterwards.
I'd also like to ask, how do I find these public events?
They appear on the map, and you should have a pop-up notice as well on the side. There's not a whole lot of events, so you learn pretty quick where they are (once you start looking). Some events favor pretty specific weapons/builds. If you aren't rockin' a super meta weapon, be prepared to see the other players kill nearly everything before you ever get a shot off. But they made loot public for all, so they can't kill steal anymore. So the tryhards wiping the whole room out is just helping you basically.
Yes, you can make your own weapon and then apply legendary to it. In fact here is a tip-craft your own Plasma Flame thrower, while at night with the Dracula card loaded for extra intelligence, a berry mentat, some SMRT food, and the science perk card that increases the quality of your crafted energy weapon. Have super duper loaded in hopes of getting two. If not craft a 2nd, change the second to a single shot sniper with a short range scope. Farm plasma ammo with the sniper and load the plasma flame thrower. to add more damage drink high voltage hefe. The beer causes more wear on you weapon but that is offset by your high intelligence via chems and food and the quality crafting card under science. In fact you may want to create a 2nd high intelligence build and follow the above.
The problem seems to be that these public events are empty and I can't finish them alone. How can I find a public event which has other players as well?
Edit: Luckily I found people on that "gladiator arena" event.
