Do I still need to install the game onto my C Drive first?
It has been a while since I played this and my 237gb C drive has 30gb left and I have no idea what else I can delete to make room again. I had to install to C drive then transfer over to any other hard drive in order to get the game to work. Is that still the case? Should I not bother downloading it directly onto another drive and just not play the game again?

I have OS on C and Steam folder on another ssd drive works fine

My Steam folder is spread across C:, D:, and E: (good games get the honor of living on an SSD), no issues moving stuff around to any of them.

I have all my games on a drive D (1 terabyte) and all work fine except the games load much slower then they would on an ssd. OK by me though :)

For future reference.
You most generally need to install a game before you can play it.
Unless you have a very vivid imagination.

I have Steam on D drive.

A year or two ago the only way I got Fallout 76 to work was by installing it to my C drive. I was able to move it later and it worked but if I installed it to any other drive originally it would not open the game properly.

I downloaded directly to my D: drive and it works fine. Settings>storage>choose drive
