I think you'd be better off crafting them (need the plan) at level 1 and scrapping them to quickly learn the mods.
If you're open to a different weapon, and for me a better rifle, you can farm the lumber yard in the northwest corner of the map for Handmades and Combat Rifles.
Super Mutants carry hunting rifles a lot don't they? Maybe hit up the penitentiary, West Tek or Grafton steel.
I recommend doing the Hunter for Hire quest that Duchess offers at Wayward. Somewhere in there, or at end, you are guaranteed a plan for the hunting rifle.
Learn plan and then craft level 15 hunting rifles and scrap them for mods.
At low levels, it's anywhere you will fight Scorched/Blood Eagles/Super Mutants.
You can buy the plans at the responder vendors ( the forest ), a reward for completing the Wayward line of quests, looted from containers, or find the plans laying around.
I used the farm outside vault 76, morgantown railyard, morgantown airport, and morgantown itself - including the high school.
