Fort Defiance fourth floor.
Is there any way to access this without doing Recruitment Blues? I went through the questline and even became an Enclave general but was never given Recruitment Blues so I can't get the elevator access. This has happened to me in the past on a couple os old alts too.

All I want is the holotape needed to get my 80 atoms.

Why would Enclave have access to that place when it "belongs" to the BOS? Been a few years since I've done that quest so I might be rusty.

Back to basic quest is required to become an Enclave General. It is also required to get Recruitment blues which is needed to get the Military ID to access the elevator in Fort Defiance.

I believe OP is just pointing out that if they are an Enclave General already there is something wrong if Recruitment Blues has never become available to start it.

Been a long time since I did these quests but i seem to recall needing to register on a terminal to bypass the forts security features and needing to find a note from a BoS scribe. Like i said long time ago and cannot remember if these were after the quest started or if they were needed to start the quest.

The blessing, and curse of this game is the ability to do the original main quests "out of order". Yes, there is an actual order.

Vault -> Overseers Tent
Overseers Tent -> Flatwoods
Flatwoods -> Morgantown
Morgantown -> Charleston
Charleston -> Top of the World
Top of the world -> Abbie's Bunker
Abbie's Bunker -> Camp Venture / Fort Defiance
Fort Defiance -> Abandoned Toxic Waste Dump / Whitespring Bunker


Finish one and it gives you an actual entry on your pipboy sending you on to the next location.

Get distracted or skip around, and finding that misc quest can be difficult. Sitting on comms (voice or text) with someone, going down the list of quests in a particular line trying to find how far they got can take quite some time because they turned something off and it's mixed in with all the other quests they have disabled.

As far as the OP, have you read everything on the bulletin board right inside the gate at Fort Defiance?

You have to do 'Back to Basic' first.
At Camp McClintock talk to Master Sergeant Gutsy.

Upon completing the exercise, return to the Master Sergeant and graduate as a fully-fledged member of the U.S. military. This grants the player character access to the military wing of the Whitespring bunker after completing One of Us and also enables them to obtain a military ID card from the Charleston DMV as part of Recruitment Blues.

I completed Back to Basic a while ago. Went back and all he tells me is that he acknowledges that I'm a general.

Sorry to bump this but I managed to get Recruitment Blues a different way by doing quests fro Rose to get the Scorched Detector for Abby, or at least the disembodied voice of her.

Don't think back to basic gives you the ID, DMV quest gets it...been a while

first you need to go abbies bunker, learn about BOS base ( it says location/name unknown). (as story, find camp venture, but skip it). find fort defiance. as stated before, there is a message board (inside. first left). read about membership first and there is a holotape in front of board (on ground). read it and its activates military id mission (go to DMV and get a citizen id). if holotape doesnt activates, go to 3rd floor and access computer and read about membership. than drop holo and pick it up again (play each time). if remeber correctly.... it was long ago last time complete it.
after obtain military id, you can register yourself at 3rd floor computer. and access 4th floor but unfortunately it required first to activate quest for BOS this way. without learnig first about hidden BOS base, holotape doesnt activate quest. possibly you allready pick it up many times.
