My Fo76 hangs and then crashes on "signing in" process after "press enter", for a years, so I just launch it again and again until it starts. In my case, the game fights for the focus in fullscreen between steam, steam's overlay, windows Xbox's overlay and other overlays, I guess. So with my issue the advice is to turn off all the overlays, like discord's, steam's overlays and try again.
But in your case, it looks like you have something wrong with the config files. So find any .ini and other file types in all the user's fallout76 folders and move them to another location (do not delete them, just in case). And then try to launch the game.
