Opening those plans up to the pacifists is a way to give more rewards in Adventure without having to devote resources to create them.
however, at the same time, i do believe that since many players did suffer through the grind to get to level 100 and get all the rewards, they should be rewarded for it in some way.
perhaps bethesda's current way is not the right way to it, though, because i definitely do feel that the hours i wasted playing nuclear winter to get the inferno skins are really not worth it in hindsight, both in fun and how the rewards can be gotten by just any lad ingame now
