then you use the mouse roll to change the part after pressing A (on Azerty, Q on Qwerty keyboards), if i'm not wrong :p

default VATS button is 'Q'

your post might be confusing people, so better to just say "after entering VATS (default button is Q if you didnt change it)"

then scrolling your mouse up or down changes which body part is being targeted

Except in his case, A is the default key. He is from France, where AZERTY keyboards are used instead of the QWERTY ones in America. So while it can indeed be confusing for someone, he is still technically correct.
