Scout was the first then Service and Recon followed. Service is an interesting case as what we got is the heavy variety, there are concept designs out there for the light and sturdy.
Another interesting tidbit was that initial legendary perks on the PTS had bonuses for wearing a matching set of light, sturdy or heavy. Because of scout being of no category it wouldn't have benefit and those perks were scrapped.
In Fallout cannon the standard army had moved toward focusing on the Power Armor - both standard army and marine implemented them; Rangers, heavy weapons, demolitions... Scout armor was the Enclave gear of choice. Most Enclave stuff has a slight edge over other pre-war gear in-game.
For reasons of how the game developed as the Moomaster mentioned, there are several incarnations of scout armor but just two for the marine. Arctic marine has a defense that isn't common with any other armors which makes it a favorite along with it's appearance. Vault Scout armor ended up being one of my favorites just for the set bonus. At a certain point DPS reduction isn't super helpful so it's really it's a matter of play style.

Yes the secret service one is pretty much the best when upgraded properly, but do those 2,3 virtual perk points really matter when the tradeoff is those clunky feet?
Worst thing I did was get the actual Secret Service armor on my Enclave character - great values, but man that thing is fugly as hell so I wear crap over it anyways.
Bottom line OP: Don't worry too much about the values when they get in the way of fashion.
Conversely, if you feel you need the values of something you don't like the looks of, look into apparel to cover it up.
You have options.

Is that the 0 weight variant is ideal for berserkers, that's about it.
You get your three star bonuses whatever you want.
But you keep your DT score low for maximum beserker bonus
Plus 0 weight for your build
