For Disease Cure, maybe in the Enclave Bunker (Whitesprings), the Pharma Wing (I have to translate this). Alot of Pharma Receipes, there.
Or, equip "Pharma Farma" perk card and make a farming run at the various hospitals/clinics to make reserves of Disease Cures ... .
its best to learn a few diffent plans, and make cures/antibiotics yourself - you quite often just get cure palns from doing normal event in various zones
Still -crafting disease cure can be quite annoying, so its best to either use gazebo in whitespring OR either visit other player camp or build it in your own - a Symptomatic - that "round camp machine" you can get inside, plans are awarded from Daily OPs and sometimes Minerva sell plans too

If low level, after using the free fast travel to Whitesprings, it's usually a good idea to fast travel again to golf course and reach gazebo that way. If you run over from free fast travel point, you might run into something particularly nasty that spawns either on road or near central wooded area. Stuff like a Deathclaw, scorpions or Yao Guai.
Don't rely on anything centered around the in game economics or randomly generated npc vendor inventory - it's just not reliable enough.
