Setup a birthday cake in your camp how?

How do you setup a birtday cake in your camp? These disgusting apes didn't explained anything, and I just cannot find the way to build it.

Not under new or resources. Looked in atom shop and found nothing.

It's not available from Atomic Shop, only from last week's challenges so I'd guess you didn't do them. Unfortunately there's no way of getting the plan anymore so you can't craft it, but people have cakes in their camps so at least you can get the slice and finish that challenge.
