UPDATE
I just took one of my players on my 2nd account and the key was there next to the weapon.
Ahh, i think that might explain it. There's a possibility i may have already picked that rusty key up in the past, so when i went to dome 2 and it didnt work, i went back to the place it was thinking i hadnt got it. Didn't realise it was for Freddie's

Something that I discovered was if you know someone who can unlock the container where the last key spawns, you can grab it without doing all of the previous steps.
Yeah, I get a feeling BGS wanted to have investigation quests like in The Secret World but ditched all that when they killed off all the NPCs.
What was left was the unused assets and shifted locations. There is no way in game to tie Freddy's House of Fear with an unmarked location in the Toxic Valley... unless Freddy's wasn't originally meant to be in The Mire (The Mire feels like unfinished work to me).
I often wonder how far along the original idea was before the mass extinction and if any of that stuff still exists... what was my point again?
