1). Turn off Pacifist Mode once you hit level 5.
2). Take ownership of a workshop.
3). Become wanted by picking a lock in a player camp or owned workshop.
4). Participating in the one PvP event in the game.
And then finding someone else who has opted in to PvP.
To put it bluntly, PvP is extremely limited, and extremely rare.
at level five you can either turn on or off PvP (pacifist mode)
BUT if you go to certain spots on the map called "workshops" you won't have the option of opting out of PvP.
Workshops are PvP areas. These are kind of like settlements from FO4.
You spend a few caps and you get to claim for it +- 20 seconds. During this you are flagged for PvP. Another player could potentially come and attack you and you will have to fight back or perish. (Edit: This will most likely never happen, in roughly 800 hours I have had it occur maybe once or twice. I play with pacifist off)
Workshops are completely optional and will not impact your game if you do not participate, except maybe some SCORE for the scoreboard (free battlepass) and some junk/resources that you can just gather anywhere else.
If you have pacifist mode off, PvP is still quite limited as one will do reduced damage to another player. You will get a warning that you are attacking or is being attacked by the other person.
Peopel can lock their containers/doors in their CAMP. Unless you use the legendary perk that will automatically unlock them (Which is still stupid if you do it). You will need to manually break into their stuff. This will give you a wanted and you will get a small bounty on your head. This will toggle you for PvP as well, this will hide everyone from your map as well, so they can sneak up on you. You will have to die to get rid of the bounty and see other players again or wait two (2) real life hours.
Simply do not respond and you can always ignore them for this session via an easy button when they try to grief.
You can create a team of up to 4 people, those and everyone that is involved in a public event, will be friendly and no chance of PvP will occur, regardless of pacifist mode.
(PvP events excluded of course)
Also if you shoot some one by accident and it does over a certain damage they can fire back and your both pvp now. So becarfull when using AOE weapons a few times I was rocking a flame thrower I annoyed some one who didn't get hurt but didn't like i was using the weapon who then shot me in back durring an event once it was over.
One you die though if its not a workshop fight you can choose to get revenge or not if you choose to you respawn pv flagged to fight them and you can attack them even if they unflag for x amount of time. Or you just decline it, and respawn and neither one can shoot each other again.
Nuclear Winter was the PvP only mode, they shuttered those servers
They have done some custom worlds where pvp is on by default, but those are pay to access mostly and garbage
PvP in game is limited to workshops, intentionally starting with other players (at a huge disadvantage to whoever wants to start it), being wanted, and a select few other moves... I tend to murder a ton of players but its their own fault each and every time
Pacifist mode negates PvP in most of the areas for most of the reasons but doesn't stop pvp from happening to you and a number of hacked weapons over the years that drag pacifist players into PvP have existed
