Always watch Minerva sales (gold bullions) for possible deal/reduction of the cost ... .
Tomorow, Minerva will be at Fort Atlas with the Marine Artic Armor plans ... . Probably around 2500 gold bullions for the set ... .
Correctif : it's alot of gold bullions for the entire set so save those gold bullions for the Secret Service Armor ... !
Power Armour
Union is the absolute best PvE and PvP armour granting a nice boon to poison resistance when fully equipped
Strangler Heart is the best for PvP damage
Ultracite would be the best tradeable PA
NON power armour
Secret service is currently the best (since forever) the meta is unyielding +int armour for absurd exp gain and other buffs... SS armour also gives the jetpack option
NEXT patch they are adding level 60 regular armour that will give +5 fire damage with a full set when you are attacked (sounds like reflective damage, but it could be that when you are attacked you add fire damage to whoever attacked you with your weapon)... if it also has jetpack it would be superior to SS
Then combat armour would be the best tradable
Wooden armour is also pretty solid as a tradable option too
Scout armor and marine armor are fine choices as well but the energy resistance from leather will save you in a lot of instances.
The main things to look for in your armor before you specify it to your build is correctly modding it; reducing impact of melee staggers or explosive damage are my recommendation for chest mods, asbestos lining would be exceptional if fire damage weren't broken.

For example, Scout armor is mid-tier defense but you can mod Scout Armor to add +5 AP for each piece, plus low health Uny. This is BiS for a VATs stealth commando that needs a huge AP pool, doesnt anticipate taking damage.
But in terms of defense, the three 'best' non-PA endgame armor sets are Secret Service, Brotherhood Recon, and Muni.
Muni Armor is getting released with the Atlantic City update, and it supposedly outclasses Brotherhood and SS armor. It also looks really badass.

the stealth is considerably lower than unyielding armours bonus provides, with no bonus effects that 3* gear gets and no bonus mods for things that all armour gets

Chinese stealth suit... its really only useful as a rad suit if you enter a nuke zone
The Gauss Minigun is available now and in the next The Whitespring combo sale on Oct. 19. Secret Service underarmor and the Shielded lining, Lighter build, and Ultra-light build for SS armor limbs. Does everybody use Buttressed though?
