my assumption is that some people use macros to reshuffle their grind for legendary weapons, its one of the weaknesses of this game that end-game god status becomes very empty if you do not combine it with a heavy dose of altruism serving the community.

Did you know BGSAustin was a completely separate entity before Beth's purchase? Putting yourself in the shoes of those devs, would you like some big company to come buy your studio, throw your love child in the trash and stick you on some franchise project? Having sure employment is nice but that's not exactly why impassioned designers get into the industry - other areas of software are much more reliably lucrative.
Then there was the dev who had their personal life fall apart in part due to the time demands of the work, had a mental break down, etc. The sort of thing social justice extremists latch onto instead of addressing the cause of (or in this case, considering the many other factors)
With that in mind I don't mean to imply some sort of witch hunt needed, but it would be easy to see why though not entirely how.
Yes it will and Microsoft are actively encouraging their game studios to use their tools. Not just for game creation but also QA.
