It wasn't built for the public. It was built for executive members of the government to provide a continuity of government in the event of a nuclear holocaust. Which is silly, if you think about it. What's left to govern when everything outside the bunker is a smoldering pile of ash?

Places like Jefferson's Rock in Harper's Ferry, Lake Reynolds is a nod to Lake Shawnee, New Gad is based on the real Gad (almost had a dam named after it), Big Bend Tunnel is Great Bend tunnel and the site of the legend of John Henry and man vs. machine, the lighthouse[wvtourism.com] is a real land locked location built as a joke and many more.
I must say learning about a new area like WV has been part of the wider enjoyment of the game.
I assume it's associated with The Battle of Mt. Blair and the coal miner's attempts to unionise. The basement still has some lore.
There is probably a real world counterpart, most unions have 'shrines' to where they were started. So far my google-fu hasn't found a solid lead.
Another WV tidbit is Grafton Church being the site of the first mother's day. You should be the one giving mum the rolls (breakfast in bed).

If you click the link or look at other pictures you'll see something odd... the building looks like the Kanawha Ranger Station (odd too because Kanawha is near the Ohio River) also fits the description of being isolated down a dirt road. The plot thickens!
So... just what is the General's Stakehouse based on?
Well, if it's a "Stake" house, probably some kind of Vampire Hunting Shop.
