Each players have option to enable/disable PvP it's called Pacifist Mode, if you have Pacifist Mode disabled you can start PvP by shooting other players, you'll deal tiny amount of damage to them, but that won't engage the PvP system just yet, the other player have to shoot back at you to engage in PvP with you, if you are wanted I'm pretty sure others can just shoot you without warning, you can become wanted by lockpicking other player's locked containers in their camps or workshops, if you want to avoid PvP altogether enable Pacifist Mode and have no worries about shooting each other.
As to how much PvPers in the game? I haven't found much, 300 hrs in and only found one so far, and what they did was a small friendly PvP with some emoting to end with, pretty cool scene to see, though a bit chaotic.
That's all I know about PvP I'm not really familiar about that aspect of the game.
