You can't even place them in a shelter.
So no sandpit then... Shelters really are useless and lifeless...
Edit to go on anecdotal rant: Back when the shelters were first released on the PTS they worked much better than today.
In the first utility shelter you could snap upper floors to the existing floor and in effect change the floor covering to any owned styles. Somewhere along the line this function was broken.
The tiles started to snap outside the buildable area and then snap just above the floor (I still have some like this creating a stage in my first shelter). This bug, that persists today, severely limits the total design of our builds.
Due to various design quirks I never saw the value in shelters beyond the free one.
Yes you can place them in shelters. No, you can't plant crops in them.
I made a dirt(ish) street using the large ones for my Most Wanted town>>>(ish).
Provide players with more build space and relaxed build geometry so we can be more creative. But with a means to not big down server performance when many players are online with multiple camps and shelters.
