If the latter then you will place an empty camp and your current camp will be stored. It will be blueprinted automatically, but it's a bit bugged. Placing a blueprinted camp can be a total pain in the rear due to the area you're placing it in, size of the camp and the limited view you have of the blueprint while placing. Although right now you have "free mode" should make it a bit easier. Still sucks I think.
Why would you want to relocate your camp? You can have multiple camps at the same time. Unless of course you're maxed out on camps and just want to move it elsewhere.
The reality is that putting down a camp in a new place rarely if ever works. The blueprinted structure has an incredibly low probability of being placed in a new location due to differences in the terrain.
The good news is that you don’t lose all of the materials used in the crafting. You can go into the blueprinted and “scrap” it. This will take all of the walls, floors, ceilings, crafting benches etc. and place the individual components in your stored tab. That way you can just put them down in a new configuration.
