My friend can't make level 45 Excavator power armor

Just as the title suggests he can't make the level 45 version, only the level 25. My friend is level 45 and has the blueprints/knowledge of the plans given from the quest in the mining HQ. He has plenty of materials as well including the black titanium. He does not have armorer or the power armor perk in intelligence but I do and I tried sharing it with him while on the same team and nothing happened. Why wouldn't he be able to craft the max level variant?

Has he actually selected a part to make? You choose the part (which by default shows the lowest level), then if there are multiple levels it can be made at you then get to select the level.

Yes, you need to select the piece to make first then you will have the choice of available levels you can craft. It will seem you can only craft the entry level version if you don't click to get to the next menu.

DON'T forget the crafting items!!!
Yesterday I forgot about that.
Needed 2 more black titanium.
It showed I could make the lower version fine.
Took a minute to figure out I was short just a little bit...

I've always been short and alittle stout but loaded with junk.
