Don’t hold on to ammo that you aren’t using.
Be careful with grenades, missiles, 40mm grenade rounds, mininukes, they weigh a lot. Only keep them if they are being used.
Keep track of fusion cores.
Don’t hold on to more water, drinks, chems than you are using frequently.
Underleveled items that you no longer use, dump.
And then junk items, pay attention to what you need, and don’t keep too much of stuff you don’t use frequently.
If you have more than a couple hundred of some junk, sell it or throw it away.
(I break this rule frequently, but I tend to hoard everything
If you are not using such ammo as mini nukes, 40mm grenades, cannonballs, etc,
get rid of them too.
Sell every piece of armor and weapon that you have no intention of using.
Also there are perk cards that cut the weight of chems and ammo that you are carrying.
Clear your stash box until you have enough room in it, like 10 lbs. Then, less time in a playing session to manage your stash box.
Take note of the places you found many of the same junk item (like more then 5). This will be helpfull when you are short for a junk item. You do a farm route and that's it.
Make choices, the other alternative is the sub (Fallout 1st).
And when it really comes down to it, you don't actually need a whole lot of scrap. Take the stuff you don't need (scrap or otherwise) and stick it in a suitcase or other container at a train station. That is what a number of people do with excess things. Let someone else find it and take it if they want.
There is also an ammo conversion machine you can get to turn most types of ammo (the ones you aren't using) into one you are. Its a terrible conversion rate, but your only other options are just dumping it/giving it away, or putting it up for sale in your vendor and hope another player comes along to buy it.

Don't use the ammo converter for ANYTHING!!! It's too wasteful. I converted 6000 of one ammo and only got 600 of the next. 5mm to .45 cal. Don't use it for nukes, missiles, nothing. Sell them instead.
I would have been much better off to vendor the things I didn't want. Take the caps and buy the ammo I wanted. (Which is what I do now). Price everything to move and they will.
ADDED: Its already been mentioned but worth noting that with 1st and the private server you can easily give (most, if its dropable) items to your alts.
I'm trying NOT to create new subscriptions so I don't want to go with 1st. MY problem is I don't know which things to keep. Am I gonna need that nuke launcher later? Should I hold onto that Excavator power armor. I hate wearing power armor, but maybe I'll NEED it. So it's mainly my lack of game know-how. But I do wish they'd up the storage a bit. I'd even pay real dollars for additional storage boxes, if they weren't too terribly much. I don't want to have to subscribe though.
The only reason your Stash fills up is because you are gaining crap faster than you use it. Everything respawns infinitely. You are moving infinitely respawning garbage into a finite holding container.
No, you aren't going to use it someday.

Give everything else that's good away.
Also I'd like to ask those suggesting Fallout 1st for the Scrap Box - how many weeks/months/years has that precious unlimited scrap sat in that box, completely untouched? Has the number of junk in it ever once gone down, or only up? I think we all know the answer.
There's already an unlimited scrap storage in the game free for everyone - the world itself. You can withdraw from it anytime you want by simply playing the game.
