Try to do the Wastelanders quest as soon as possible to earn gold bullions and buy the plans (torso/limbs) of the armor of your choice to have a chance for Legendary drops ... .
However the regular urban combat armor you can buy off vendors and the enclave armory sometimes will have pieces for sale. You will have to buy the armor mods off the vendors which are a little pricey.
The Brotherhood of Steel Scout armor is in my opinion the strongest armor, but being over level 500 with my perk card set up, you can wear almost anything and it doesn't seem to make too much of a difference (I have a Heavy Metal/Robot armor set I use and I seem to not take much more damage than my Brotherhood set).
Case in point: For Eviction Notice I run 1 character with Mutant Slayers light leather armour. Has only 75 DR but with 75% damage reduction I can sit in front of Firestarters no worries.
Pick what you want, look how you want, but prioritise the legendary effects. Either build species specific suits or generic overeaters. Cavalier and Sentinel effects can help too.
but it really depends on how & what you are playing. if you are going low health you'll want a full set of unyielding and maybe with +1 intelligence on top for xp farming. leather, metal, wood, robot, combat...doesn't really matter at all.
if you are under level 100 now and don't even have any serious legendary perks unlocked you don't need to worry about top notch endgame stuff for quite some time.
just to clarify: you can pull gold out of the gold machines any time you want even if you haven't done the gold vault mission yet. and sometimes minerva sells the SS plans + mods for cheap(er).
Run through the Glass Cavern and loot the body at the end once per session and you'll get a full set in no time.
Don't worry about dying in the game....You come back. Notes: don't carry "junk" on you.
Make a habit of dropping it off in your stash box or dumping it.
If you have fallout out 1st...the scrape box. Junk is the only thing that drops when you die in the game. Unless you are in events.
Here is a link that I think you will find helpful. It's what I used to help me to decide. You can also have mix and match pieces. I was using trapper, combat, and marine(at that time they were the best to use for me). Don't forget to mod them to increase the stats. Allot can be learned via scraping armor pieces.
