Report a translation problem
As far as not letting it auto renew, just go to your Steam Account and delete any credit card you have registered(Edit it). That way it can't auto renew and your sub will run out after the year is up.
Cancel when it runs out. That won't get him a refund.

From how that section reads, it seems you may be unable to get a refund on the Subscription unless you have purchased the Fallout 1st Subscription within the last 48 AND have NOT launched the game. I would still recommend submitting a support ticket and explaining your situation via Steam or directly to Bethesda and see what happens. The worst they can do is refuse a refund so it's worth giving it a go.
