the vendor might have like 5 plans available but a list of 100 that it randomly draws from
same with equipment
IF you really want that armour (and its not great armour) just server hop and you'll come across it eventually, or have someone craft it for you
https://fallout.fandom.com/wiki/Metal_armor_(Fallout_76)
Starts at level 10
I think all types of Raider armor drop from quests and possibly seasonal events only.
Sturdy and Heavy metal armor as well I believe.
All variants of Robot armors like above, but I think also from fixed world spawns (that are still randomized, but places where you know plans can spawn)
Trapper armor is weird to get as well.
Some of the above can be gained through treasure maps if I'm, not mistaken, but no idea which ones specifically.
Also some of these can be sold by players, but also not all of them I think.
Someone correct any mistakes there please, but yeah you can't just buy a plan from a vendor for a lot of these.
Honestly? Use whatever and slap a suit over it until you're level 50 and can go collect a good on-level set that won't outdate anymore.
If you are doing a bloodied build I can only tell you to look around, I won't play bloodied but it's a popular choice.
As I said it's all your style of play, Recon is a popular choice but it can be expensive for newer players.
1) Leather = Has the best energy resistance of the base armor types.
2) Trapper = Has the best Radiation resistance of the base armor types.
3) Metal = Has the best Damage resistance from Projectiles/Impact damage of the base armor types.
4) Combat = Is the jack of all trades master of none, but it does have the largest modification pool to customize.
Hope it Helps, but like |x|SiriuS|x| said, I wouldn't worry too much about this until you're level 50, then make your decision.
I made my first Chinese Stealth Suit at level 35, and it was great at that time.
Later made a level 50, used it exclusively until I was able to craft Secret Service armor.
So, the trick at low level is to change your armor parts and weapons with what you earn and found.
Later, when you have access to gold bullions, you check Minerva sales for an endgame Armor.
For "good" weapons, you check player vendors or roll your own Legendary ones.
