For rifles or gauss shotgun I wouldn't bother. The 30% is additive from base damage so in practice won't be much if you already use the 60% or other sources of damage increase.

They were not in the patch notes as it was forgotten to be put in by Bethesda. Not sure if it has been corrected since I last looked.
As mentioned by Bloodpie in another thread and i agree, the damage increase is very small for the 6 point investment of all 3 science perks.
However if like me you want 15 points in intelligence for faster levelling but struggle to use 15 points worth of perks for a non PA build then i would say go for it. It is far better then using more useless perks instead.
Also if you are not running a low health bloodied build with adrenal mutation they are far more useful since you are limited to the damage boosts you can get.
