The next fallout game will most likely have absolutely nothing to do with this game. It's years away, and speculating on what it will or will not have is completely pointless at this stage.
He want car that work as driveable car just like it is in many other console and for-casual games like GTA.
Fallout 2 car is theoretical car that basically serves as "Fast Travel", it literally allows you to travel faster on the map.
Also per Chris Avellone: Nothing in Fallout 1 and 2 are canon until Bethesda canonize it in later game.
Current canon starts with Fallout 3, NV and then 4. 76 are in the grey area.

But one thing I'm sure they can manage is to take a pre-existing camp item and reskin it to look like some of the cars that are already in-game, wouldn't run it would just be visual.
by foot, unhampered... and free. i dont even remember that part in NV. i probably avoided it.
New Vegas' map is pretty flat so adding in vehicles to that game wouldn't hurt it at all in a mod or base map.
Not really, only if you care for actual physics and things like tire traction. A car would effectively just be a morph of your character like how PA is. Look up the train in Fallout 3.
The car would then 'walk' all over the map and be able to glide over obstacles just like a player, the wheels would even react to terrain differences like the players legs do but have no use other than visual.
It would look goofy though. But I do suspect BGS was trying it out with the micro cars, the Fusion Flea and Zip, as they added new model assets with Wastelanders. They are used in the Beckett quest but also replaced many cars around the map. A small car like that could work and for reference here is a video of vehicles in the old Defiance game which ran off the same basic engine as FO76.

Yup. Too many washouts etc to really drive anywhere.
I suspect they'd be working on the new content than making non-RPG related stuff to appease.... not sure which part of the community that is who wants Car on this game lmao.
